THE ROLE
M&C Saatchi World Services is seeking a results-driven Media Buyer to execute, optimize, and report paid media campaigns that support communications, outreach, and engagement initiatives across a diverse portfolio of federal programs. Working closely with media planners and strategists, communications teams, creative specialists, analysts, and stakeholder engagement professionals, you will deliver audience-focused media strategies that maximize reach, engagement, and mission impact. You will oversee campaign execution across digital platforms, manage media investments, monitor performance, and continuously optimize campaigns to improve efficiency and effectiveness.
The ideal candidate combines strong media buying expertise with analytical rigor and strategic thinking. They are comfortable managing multiple campaigns simultaneously, translating audience insights into targeting strategies, and using performance data to drive continuous improvement across paid media programs, working closely with planning teams to deliver channel effectiveness
This is a hybrid role; however, the ideal candidate will live in the greater NYC area or the District of Columbia, Maryland, and Virginia (DMV) region.
Key Responsibilities
• Launch, manage, and optimize paid media campaigns across all digital channels, including, but not limited to, programmatic, social, and search media.
• Collaborate with media strategy and planning, creative, stakeholder engagement, and analytics teams to ensure paid media efforts align with broader communications objectives and campaign strategies.
• Manage campaign budgets, pacing, bid strategies, flighting schedules, and media investments to maximize performance and cost-efficiency.
• Execute campaigns across platforms including Google DV360 suite, Meta, LinkedIn, programmatic exchanges, and other audience-relevant channels.
• Monitor campaign performance and key metrics, including impressions, engagement, click-through rates, conversions, reach, frequency, and cost-per-outcome.
• Conduct A/B testing and audience experimentation to improve targeting, messaging effectiveness, and campaign results.
• Analyze campaign performance data and develop actionable recommendations that improve effectiveness and optimize media investments.
• Coordinate with vendors, publishers, media partners, and platform representatives to support campaign execution and placement opportunities.
• Build and maintain strong relationships with media outlets, publishers, platform representatives, and strategic media partners to identify placement opportunities, negotiate value-added opportunities, stay informed of emerging offerings, and support successful campaign execution.
• Work closely with data team to develop reports, dashboards, performance summaries, and executive-level insights that communicate campaign outcomes and strategic recommendations.
• Ensure all media activities comply with platform policies, accessibility requirements, organizational standards, and applicable federal guidelines.
• Monitor industry trends, emerging platforms, audience behaviors, and media innovations to identify opportunities for continuous improvement.
Key Attributes
• Experience executing, optimizing, reporting, analyzing paid media campaigns across digital and social platforms.
• Strong understanding of audience targeting, media planning, campaign optimization, and performance measurement methodologies.
• Experience managing campaigns across platforms such as DV360, Meta Ads Manager, LinkedIn, programmatic DSPs, or similar advertising ecosystems.
• Curiosity in technology landscape and how AI is changing communications and media planning & buying. • Strong analytical skills with the ability to interpret campaign performance data and translate findings into actionable recommendations.
• Experience developing media reports, dashboards, performance summaries, and strategic insights for stakeholders.
• Knowledge of attribution models, conversion tracking, audience segmentation, retargeting strategies, and digital marketing best practices.
• Experience collaborating with communications, creative, analytics, stakeholder engagement, and strategy teams.
• Excellent communication and stakeholder-management skills.
• Strong organizational abilities with the capacity to manage multiple campaigns, budgets, and deadlines simultaneously.
• Attention to detail and commitment to accuracy, optimization, and continuous improvement.
• Experience supporting federal government, public affairs, stakeholder engagement, or mission-driven communications programs is preferred.
• Familiarity with analytics platforms such as Google Analytics, Power BI, Tableau, or other reporting tools is preferred.
• Relevant platform certifications, including Google Ads, Meta Blueprint, LinkedIn Marketing Solutions, or similar certifications, are preferred.
• Experience: 3-5 years.
• Location: Hybrid, able to commute regularly to Washington DC or New York office spaces.
• Language Requirements: Fluent written and spoken English required.
• Educational Requirements: BA/BS in Marketing, Advertising, Communications, Digital Media, Business, Analytics, or a related field preferred.
Eligibility Requirements:
• U.S. Citizenship: Must be a United States Citizen (required by government contract).
• Clearance Eligibility: Must be able and willing to obtain a U.S. Government Secret or Top Secret security clearance immediately upon employment.
• Background Screening: Must be willing to submit to a rigorous federal background investigation, which includes an in-depth review of personal finances, criminal history, employment history, and drug use.

The salary range provided reflects the anticipated compensation for this role across our Washington, DC and New York locations. Actual starting salary will be determined based on geographic location, relevant experience, skills, and other job-related factors.
